On April 15, 2025, Judge McElroy in the District of Rhode Island issued a preliminary injunction that has major implications for nonprofit organizations receiving funds through the Inflation Reduction Act and Infrastructure Investment and Jobs Act. The ruling specifically ordered five federal agencies—the Environmental Protection Agency, Department of Energy, Department of Interior, Department of Agriculture, and Department of Housing and Urban Development—to immediately resume processing, disbursement, and payment of already-awarded funding that had been previously frozen or made inaccessible.
